BINÁ INDUSTRIAL · INDUSTRIAL EXPANSION IN PARAGUAY

Would producing in
Paraguay make sense?

We run the numbers before you invest.

We assess industrial costs, supply, logistics, market access, investment and risk to determine whether Paraguay makes sense for your operation.

What we assess

We do not start with the paperwork. We start with whether the operation is viable.

Maquila is a tool, not the conclusion of the study. Whether it pays depends on six fronts, and we look at them together before recommending an investment.

  1. 01

    Industrial costs

People, energy, maintenance and overhead, for the same product and volume.

  2. 02

    Supply

Where raw materials and inputs come from, what they cost and what duty they pay.

  3. 03

    Logistics

Freight, routes, lead times and what the product weighs in the cost of reaching the customer.

  4. 04

    Market access

Origin rules, applicable regime and duty in each destination, product by product.

  5. 05

    Investment and financing

Initial capital, working capital, capital structure and scenarios to present to lenders.

  6. 06

    Risk and exit

Transition, rule changes, exchange rates and the cost of going back if something does not work.

Four steps, and at each one you decide whether to go on

Each step answers part of the question before you pay for the next. If the numbers do not work, we tell you and it ends there.

Project Profile · USD 297What it includes, and what it is not

What it includes

  • A pre-assessment of your case using your company’s data.
  • The assumptions used, visible and sourced.
  • An origin reading: whether your product can qualify as Mercosur-originating.
  • The main risks we see for your operation.
  • A recommendation on the next step: go on or stop.

What it is not

  • It is not a full feasibility study. That is the Board-Ready Plan.
  • It is not a legal or tax opinion. Licensed professionals in each country sign that.
  • It is not a financing approval. We prepare the project for lenders, without guaranteeing the funds.

Delivered in 5 business days from receipt of the complete questionnaire. If you go on to the Board-Ready Plan, the Profile fee is credited.

Who it is for

Who is it for, and who is it not for?

We would rather tell you before you spend. These are the signals we look at first, and the filter in the detailed simulator applies them to your case in one minute.

It is for you if your company meets this

  • It has revenue from about USD 6 million (R$ 30 million) a year. Between USD 3 and 6 million we assess contract maquila, without a plant of your own.
  • It buys inputs outside Mercosur that pay import duty today.
  • Its factory labour costs weigh on its numbers.
  • It makes a product that travels well, light or high value per load.
  • It wants to move one line, a mirror plant or an expansion.

It is not for you in these cases

  • Revenue is under USD 3 million (R$ 15 million), and the fixed cost of a maquila structure eats the advantage.
  • The product is heavy or bulky and low value, and the advantage is lost in freight.
  • It only wants to pay less tax, and the 1% is not the full account.
  • It wants to move almost the whole factory at once, which raises the investment, the risk and the cost of going back.

A first look at your project

Put your assumptions on the table.

Compare two operating budgets with your own figures: the calculation does not invent country advantages. If you prefer to start from your sector averages, use the detailed simulator.

1. Your context

The country gives context. It does not automatically determine taxes or savings.

The calculation runs in your browser. Your amounts are not sent unless you choose to attach them to an inquiry.

Your assumptions compared

A cost difference is where the analysis starts.

This is an arithmetic comparison, not an investment recommendation. It excludes CAPEX, transition, financing and taxes. If your costs include them, say so when you request the analysis.

Maquila

Maquila in three exhibits.

What it is, what you pay and how inputs come in: the essentials before you look at numbers. It is a variable of the applicable regime, not proof of profitability.

1/3

What is maquila?

Production or services under contract for foreign markets.

  1. 1

    Foreign parent

The company that contracts the production or services.

  2. 2

    Production in Paraguay

Goods are processed or assembled, or the service delivered, with local resources.

  3. 3

    Export

Products or services go out to international markets.

2/3

A single 1% tax

You pay 1% on the larger of two amounts: national value added or the export invoice.

National value added

Local labour, inputs and services built into the process.

35

Export invoice

Total value of the goods exported under the programme.

Tax base100

Tax (1%)1,0

Illustrative example per 100 of invoice. The base and the calculation are validated against current rules and the competent authority for each programme.

3/3

Temporary import under maquila

Authorised inputs and equipment enter with customs duties suspended, are processed in Paraguay and leave as finished goods.

  1. 1

    Inputs and equipment come in

Raw materials, parts, components and inputs for production.

  2. 2

    They are processed in Paraguay

Manufacturing, assembly or processing that adds value in the country.

  3. 3

    They are re-exported

Finished goods ship to destination markets under the programme.

What we check for each product

  • Operating under maquila does not by itself guarantee preferential origin or zero duty in Mercosur. Origin rules are checked product by product.
  • US surcharges depend on each product’s tariff classification, origin and date. They do not apply across the board to all Brazilian or Paraguayan industry.
  • Profitability cases are published only with documented cash flow, assumptions and sensitivities.

Before you go ahead

Questions worth asking.

Assess my project
Do I have to move my whole company?

Not necessarily. You can compare one line, a new plant or extra capacity. The scope depends on your operation and your goal.

Does producing in Paraguay guarantee savings?

No. It depends on the product, volume, inputs, logistics, investment and applicable conditions. The analysis may also recommend not going ahead.

Does the Project Profile replace a feasibility study?

No. It tells you whether it is worth going deeper. If you go ahead, the fee is credited to the Board-Ready Plan, which is the full study.

Who signs the legal and tax opinion?

Our work measures the economic effect. Licensed professionals in Brazil and Paraguay sign the legal and tax opinion.

What information do I need to start?

Country, sector, goal and a rough idea of costs. Do not send financial statements or sensitive documents in the first form: study documents are agreed later.

How much does the analysis cost and how long does it take?

The Project Profile costs USD 297 and is delivered in 5 business days from receipt of the complete questionnaire. The Board-Ready Plan and implementation are quoted in writing.

Does the comparison tool calculate taxes or maquila benefits?

No. It compares the operating budgets you enter. Regime eligibility, origin rules and taxes need a specific review.

Are the cases you show real?

Each one is labelled. An illustrative exercise explains a tool with fictional figures. A feasibility study uses a company’s data and verifiable sources. A real case is published only with the client’s permission and verifiable data.

The comparison tool and the simulator calculate with the data you enter or with reference averages. They are not financial, tax or legal advice, nor an investment recommendation. PDFs are illustrative samples. Services, fees, timelines and conditions are agreed in writing.

How to read this illustrative exercise

A line with revenue of USD 10 million a year (R$ 50 million). Two fictional budgets with the same production volume are compared, in USD per year, Brazil versus Paraguay: people, 1,800,000 versus 1,250,000; energy, 400,000 versus 260,000; logistics, 500,000 versus 820,000; raw materials and inputs, 5,200,000 versus 5,150,000; other operating costs, 700,000 versus 870,000. Cost goes from USD 8,600,000 to USD 8,350,000, including inputs, freight, structure and the maquila tax. The difference is USD 250,000 a year, 2.5% of the line’s revenue. This is before income tax: if the Brazilian company owns the maquila, that profit is taxed in Brazil. It is not a saving achieved by a client: before concluding it is viable, the initial investment, transition, financing and risk analysis are still missing.
